I think it depends on how the original poster has shared the photo.
If the photo is uploaded to the forum, it doesn't appear again when you quote the post. If the photo is posted via some image site, I think it shows. I'm not sure, but I think this is the explanation.
Anyway, when I want to make sure that some photo to appear in a quote, I upload it myself.

Yes, I think that's the answer, but it means first downloading the photo from the poster's post, then adding it to your reply.
We could ask the tech department, but is it that important?
