Hard to say because of the lack of detail, but it looks like a Kent Police badge as it has the Invicta horse in the centre. So that’s the county of Kent in south east England. Was this really in Elvis’ collection? As a fellow Kent resident I’m impressed.

There is no 'City of Kent' in the UK.

The badge could be genuine, with the errors being in the text.

"Long Lonely Highway" was used in 'Tickle Me', not 'Kissin' Cousins'.

The song was included in the "Kissin' Cousins" LP (as a bonus track), so somebody's got their wires crossed.
