No idea when this was taken. Is this the penguin suit?

It looks similar, but the black & white bits seem to be reversed there:

So called 'Penguin Suit'.JPG
Similar to the 'Penguin' suit.JPG

Just when did Elvis' fashion sense desert him?

Pretty soon, he exchanged Memphis / Lansky cool, for West Coast / Vegas / Devore / Cohn tackiness.

The gold lamé suit was the first step towards the penguin suit, so to speak.

Well, the gold suit was cool, and influential and iconic. Others copied that look throughout the years.

Nah, he remained sensible till about 1970/1971 I reckon. After that, it all started to slide down.

It was cool indeed, and the image of him on stage wearing it was out of this world. But anything suited him in 1957. He was that great.

The way I see it, in hindsight, it was the first little step towards those horrible 70s suits.

Elvis was the only entertainer that could wear those and look good in it. He was the king and the look fit him perfectly. Nobody else could look right much less perform in those suits like Elvis, the King of cool!!
