I don't know who the gent is, but by his self-satisfied smirk, I would take a guess that he is on Priscilla's legal team !

A thought: Elvis usually 'dressed down' when lounging around at home, so he thought he'd better 'smarten up' for this courtroom appearance & wear something a tad more 'formal'...

Not a family member, but part of a legal team, I would guess...
